Abstract

Purpose

The purpose of this paper is to explore two distinct yet complimentary “structured professional judgement (SPJ)” approaches to terrorist/extremist risk assessment on the vexing issue of how best to deal with the subjectivity inherently involved in professional judgement.

Design/methodology/approach

An SPJ methodology is considered the best practice approach for assessing terrorism risk. Currently there are four specific terrorism risk instruments that have been published in the literature. Two of these SPJ tools are examined in detail, namely the Violent Extremist Risk Assessment tool (Pressman, 2009; Pressman et al., 2012) and the Structured Assessment of Violent Extremism (SAVE) tool (Dean, 2014). The paper critically unpacks the conceptual and methodological stumbling blocks of an SPJ methodology for controlling human subjectivity.

Findings

The paper presents the case for adopting a “controlling in” approach rather than a “controlling out” approach of an analyst’s subjective tacit (in-the-head) knowledge inherent in their professional judgement. To have a quantifiable SPJ tool that triangulates the multi-dimensionality of terrorism risk which can validate an analyst’s professional judgement is the next logical step in terrorist/extremist risk assessment work. The paper includes a case example of this “controlling in” approach and the validation methodology used by the SAVE software system.

Practical implications

The implications for practice range from incorporating the SAVE system in operational policing/national security work with its quantitative nature, triangulated risk scores, visualisation output of a prioritised case report with in-built alerts, to the required training for system calibration to enhance user proficiency.

Originality/value

This is a highly original and innovative paper as this type of quantified SPJ tool (SAVE) has up until now never been applied before in terrorist/extremist risk assessment work.

Abstract

Purpose

Additive manufacturing (AM) techniques have been developed to rapidly produce custom designs from a multitude of materials. Bonded permanent magnets (PMs) have been produced via several AM techniques to allow for rapid manufacture of complex geometries. These magnets, however, tend to suffer from lower residual induction than the industry standard of injection moulding primarily due to the lower packing density of the magnetic particles and secondly due to the feedstock consisting of neodymium-iron-boron (Nd-Fe-B) powder with isotropic magnetic properties. As there is no compaction during most AM processes, increasing the packing density is very difficult and therefore the purpose of this study was to increase the magnetic properties of the PMs without increasing the part density.

Design/methodology/approach

Accordingly, this research investigates the use of anisotropic NdFeB feedstock coupled with an in-situ alignment fixture into an AM process known as selective laser sintering (SLS) to increase the magnetic properties of AM magnets. A Helmholtz coil array was added to an SLS machine and used to expose each powder layer during part fabrication to a near-uniform magnetic field of 20.4 mT prior to consolidation by the laser.

Findings

Permeagraph measurements of the parts showed that the alignment field introduced residual induction anisotropy of up to 46.4 ± 2.2% when measured in directions parallel and perpendicular to the alignment field. X-ray diffraction measurements also demonstrated a convergence of the orientation of the crystals when the magnets were processed in the presence of the alignment field.

Originality/value

A novel active alignment fixture for SLS was introduced and was experimentally shown to induce anisotropy in bonded PMs. Thus demonstrating a new method for the enhancement in energy density of PMs produced via AM methods.

Abstract

Purpose

Sport participation is the lifeblood of community sport clubs. The purpose of this paper is to investigate how sport clubs can leverage participation from local, medium-sized, elite sport events.

Design/methodology/approach

This study used an action research approach where researchers, along with representative stakeholders from two elite tennis tournaments and 23 local tennis organizations, collaborated to develop and implement a series of interventions as part of a wider leveraging plan. The interventions were developed and evaluated in one cycle of action research that incorporated predominantly qualitative research methods.

Findings

The interventions stimulated the interest of event spectators by offering a free tennis lesson at a participating club. However, the conversion from interest to club participation was limited.

Practical implications

Key recommendations for clubs to leverage participation from a medium-sized event include: a leveraging plan should consider the resources and capacity of local community sport clubs; clubs should act collectively and collaboratively; and clubs should have a strong physical presence at the event(s).

Originality/value

Regional sports organizations can utilize existing collaborative networks to enable community clubs to design and implement event-leveraging initiatives. This study also highlights the limited capacity of community sport clubs to leverage participation outcomes from medium-sized annual events. The use of collaborative networks may ameliorate the organizational capacity deficiencies of clubs.

Abstract

Purpose

The purpose of this paper is to explore the predictive validity of two measures of fidelity to the individual placement and support (IPS) approach to supported employment.

Design/methodology/approach

A systematic review and meta-analysis was conducted of IPS programs. In total, 30 studies provided information characterizing 69 cohorts and 8,392 participants. Predictive validity was assessed by a precision and negative prediction analysis and by multivariate analysis of deviance.

Findings

Fidelity scores on the IPS-15 scale of 60 or less accurately predicted poor outcomes, defined as 43 percent or less of participants commencing employment, in 100 percent of cohorts. Among cohorts with IPS-15 fidelity scores of 61-75, 63 percent attained good employment outcomes defined as 44 percent or more commencing employment. A similar pattern emerged from the precision analysis of the smaller sample of IPS-25 cohorts. Multivariate analysis of deviance for studies using the IPS-15 scale examined six cohort characteristics. Following adjustment for fidelity score, only fidelity score (χ2=15.31, df=1, p<0.001) and author group (χ2=35.01, df=17, p=0.01) representing an aspect of cohort heterogeneity, remained associated with commencing employment.

Research limitations/implications

This study provides evidence of moderate, yet important, predictive validity of the IPS-15 scale across diverse international and research contexts. The smaller sample of IPS-25 studies limited the analysis that could be conducted.

Practical implications

Program implementation leaders are encouraged to first focus on attaining good fidelity, then supplement fidelity monitoring with tracking the percentage of new clients who obtain a competitive job employment over a pre-defined period of time.

Originality/value

The evidence indicates that good fidelity may be necessary but not sufficient for good competitive employment outcomes.
